Dev agency vs fractional CTO: when to use each (2026)

You need ships in the water and someone who can read the chart. The mistake is hiring a title when you needed output, or hiring builders when you needed architecture ownership.

Fractional CTO — what you are buying

A fractional CTO (or VP Engineering advisor) typically provides:

  • Architecture decisions and technical roadmap
  • Hiring bar, interview loops, and team structure
  • Vendor selection (cloud, auth, analytics)
  • Board/investor technical narrative
  • Risk reviews (security, compliance, scale)

They may not ship 30 story points per sprint — and that is fine.

Best when:

  • You have engineers (or agencies) but lack senior technical leadership
  • You are fundraising and need credible systems thinking
  • You are about to make irreversible infra choices

Dev agency / dev subscription — what you are buying

  • Dev subscription for parallel feature streams
  • First full-time hire when bus factor and domain depth demand it

Overlap is wasteful; gaps are expensive. Write RACI: who approves schema changes, who owns on-call, who talks to customers about bugs.

Red flags

  • CTO who never looks at production metrics
  • Agency that will not work in your repo or hand off cleanly
  • Either side discouraging documentation
